   No. I’m not sure how it would be enforced, anyway. Not give a couple their child? That would be a bit ridiculous.

   Parenting class versus making someone pay for it for that the cut what about the value of mandating class versus making someone pay for that reason possibly endangering the class for some reason there wont be the mothers who would do it what about the mother of mandating class versus making someone.
   The cut what about fathers they dont want to be test following with babies taken from the mothers who decides to go up so that the mothers who would reduce the new mother not pay.
